Default bore/stroke

I have a 3970010 block, 4" bore, which could be a 327 or 350. 350 stroke is 3.48. Using just a tape measure, I arrive at about 3 3/8" which is 3.375. 327 stroke is 3.25. Would the closest assumption be that this a 350 block?
This is all because of coolant out exhaust. Right cylinder head is toast, so am contemplating going with Summit's cast iron heads,
which are 2.02/1.60, 72cc, to replace 1.72/1.50, 70cc heads.

Any red flags with this idea?

what is stamped on the pad in front of the pass cylinder head

It's a 350 block, regardless of which crank is in it. 72cc heads on that block with flat-top pistons will give you about a 9.5:1 CR, or around 8.5:1 if they're dished.

If you aren't going with originality, why don't you just go with the Edelbrock or the AFR aluminum heads? They flow better.
