I just bought a decent '63 console. I got all three pieces.
It has some black paint on the sides but overall, it's in good shape. Maybe even a little better than the one in my car.
What's the best way to clean the paint off and what do you recommend for polishing it?
Looks like I will need to repaint the shifter pattern too.

The 63 consoles are aluminum, with a anodized plated finish. The proper way to restore them is to have the anodizing striped, polish it and then have it re-plated. Without re-plating it, the aluminum finish won't hold up.
Unfortunately, to have one restored professionally, runs around $600-$800, depending on the condition of the console.
