You only get power to the brake light socket with the key on and the parking brake on (the switch at the parking brake handle provides the ground). You only get power to the "lights" socket with the headlights on and the buckets not both fully in the upright position. The fuse for the brake light is the same as the one for the fuel gauge. Both sockets take a special bulb that blinks. The "lights" socket has 12v on it directly from the headlamp switch and gets it ground via the two switches at the headlight buckets when they are not fully up, once they are fully up, the ground is interrupted and the light goes off. There is no common fuse for those two lights alone.

For a 1967 Corvette, the ONLY dash indicator light that should blink is the "LIGHTS" for the headlamps not fully rotated up. The "BRAKE" indicator should not be a blinking bulb.
