Depends on how much you have to do? Is the engine oily? You have to get the engine CLEAN and paint-less for your new paint to adhere and look good.
I would use some type of paint remover (Thinner, Mineral Spirits etc), and a plastic brush and scotchbrite pads to get the engine clean. Then rinse clean with pressure washer (Hot water). When dry, spray with siphon fed alcohol and wipe it down until you feel it is clean and moisture free.
Then paint. READ the directions on the paint can.
It should be obvious, but you need to tape, plug, protect any area you do not want water, solvents or paint.
