Hardtop only lid has holes for the hardtop bolts.
Soft top only lid has the latches for the rear bow of the soft top.

Neither of my 57's had a power top, but both cars had the mounting provisions in the top compartment lid for the lid actuating arm, and the access hole in the bulkhead for the arm and lift cylinder connection.
There were two lids - one for a soft top (with the holes cut out for the rear bow latches), and one for a hardtop only (with no latch holes cut out). In either case, when a hardtop was ordered (either as the only top or as a second top), the hardtop attaching bolt holes were drilled at St. Louis.
