Default 65 amp gauge

I recently replaced the under-dash wiring harness on my 65. Everything works well with the exception of the amp gauge. As the engine revs, the gauge pegs out at max amps. I change the voltage resulator but it did not help. Any ideas to help me resolve the issue?
Alternator works fine, always has, no problems with battery not staying charged.

It's not really an amp gauge. It's a voltage gauge. It measures the voltage drop on a wire that connects between the horn relay and the starter solenoid. The very small resistance of the wire creates a voltage drop which is measured. Take a look at this diagram and make sure your wire connections are correct from the gauge to the horn relay and the starter.
