No Bypass Hose?

No Bypass Hose?
While reading another post re: water pumps, I realized mine does not have the bypass hose. The hole in the top of the pump and in the intake are both plugged. This prompts a few questions:
1) Is this needed?
2) If so, what does it do?
3) Why would someone have removed this?
Car is a '65 327 L76
