Default Rubber Hose?

When I was removing the spare from my '67 convertible I noticed a rubber hose with a spring stuck in the end laying along the rear valance. It appears to be connected to the gas tank or something in that area. Does anyone know what this is?

It's the drain overflow for water or fuel that gets into the fuel filler well.

and it is tucked into the vertical portion of the rear bumper.

Just check your AIM, it's right there in the Fuel Tank Filler Neck section (or just start with gas tank section and follow the pages...)
