Are you referring to the sending unit in the tank? I don't know who makes them or which ones, (assuming more than one maker) are good or bad. It's possible your gas gauge is going bad, or have you checked all the connections.

yes , its the sending unit, looks like a cheap chinese unit in there

have you used an ohmmeter to verify your conclusion? You should have about 45 ohms at half full and 90 ohms totally full and zero at empty. If it fails Willcox can supply a new one.
