My engine pad has FO629RE on it. I know the RE is for 365 hp, 4 speed
What do the beginning letters and numbers mean?

Well, without knowing the casting date of the engine block and year of the car/partial VIN derivative on the stamp pad to match with the car's VIN, the stipulation of the RE code is not 100% definitive.
The RE code was used in multiple years/engines, as follows:
1962 - 340 HP, manual trans
1963 - same
1964 - 365 HP, manual trans
In 1965 the 365 HP code became a HK, L, or M designation.
