Indeed -- that is their only purpose....if original, they have long since died (gone open) and are inoperative but not affecting your charging issue...
Check the voltage across the battery at fast idle - it should be 13.8-14.2 or thereabouts; if lower (12.8 say) your alternator is not working; if higher by much the regulator is letting things 'run away'.
I'm not a big advocate of parts swapping without a diagnosis but its almost worth it to have one of those Wells VR-715 solid state regulators laying around just to swap in and see if your old V/R has croaked - they cost all of $24 at any parts store.

Alternator has ben checked by Oreilly and a local auto electrical shop, replaced the vr-715 with another vr-715, cleaned the firewall connectors, checked the continuity of the field and armature wires, good grounds at the VR. Battery gauge shows discharge and more discharge with headlights on, rpm makes no difference. Car has recent engine harness. What should I try next? Everything was fine until I left the interior lights on and drained the battery. Recharged the battery and checked it with a load meter, holds a good load and starts the car but no charge. At my wits end, any ideas? Duane
