[C1] Resistor

Resistor
The photo attached shows a resistor that was located behind the instrument cluster in this '62 we have been working on. The gas gauge does not work. the car has new wiring, sender, rebuilt gauges. is this resistor needed to make the gas gauge work correctly?
the temp gauge also is not registering. Does it perhaps need a resistor too?

That's not a resistor. It's a capacitor. Used to help supress radio static. Not really needed.

Are these capacitors necessary for operation of the gas and temp gauges? Neither are working although everything (senders, wiring, gauges) is either new or rebuilt.
