So I have power windows on my 63 Roadster that I recently purchased and the drivers side window doesn't work. Today while under the dash I noticed the fuse block (see pic) where only one of the two designated slots for "power windows" was utilized. Is this my problem or is this the norm.
That is normal, it's the power supply for the power windows. If you follow that red wire it will end up at a circuit breaker for the window motors. Also, that power supply is hot all the time, even with the key off, so be careful.
