The speedometer on my 65 reads fast. In other words, when I'm actually going 60 mph, it reads 65 mph. I know I need to remove the plastic gear but do I need to go 1 tooth more or 1 tooth less for the new gear?

Without knowing exactly what metal gear is on your mainshaft, your rear gear ration and your tire size it's impossible to recommend the right combination accurately.
That said, you can try one more tooth on the plastic gear and that should slow down your speedometer about 3 mph. That's if the gear doesn't shear due to mismatch with the steel gear.
