IIRC there's two ballast resistors in the TI wiring schematic/harness to limit the primary circuit current.

Those 2 "resistors" in the schematic are lengths of resistance wire in the T.I. harness. There are resistors on the circuit board inside the T.I. amplifier. There are no external resistors in the T.I. system.

Nope, that resistor is the white resistance wire that plugs into the pink wire that comes from the ignition switch. It's part of the T.I. harness. In a non T.I. car, that pink wire connects to the bottom of the ballast resistor. That's the main power feed for the ignition system---T.I. or non T.I.

You're contradicting yourself.

The function of the ballast resistor/resistance (swap the names around if you like, but it's the same electrical function in the circuit) is to limit the primary current through the coil. That's what R7 and R8 do (and also the reason for the R label on both of them).

The OP asked about the external ballast resistor that is mounted on the firewall for most cars. TI cars do not have it, but do use other means to provide electrical resistance in the ignition circuit.......they use special lengths of wire with known/calculated resistance or internal resistors in the circuit boards.

How far do we want to take this??

You at correct. Car with TI use a resistor wire that runs along the top side of the drivers upper inner fender. Non TI cars use a white ballast resistor on the fire wall.
