Had my cluster redone('67) and it's back in place but I'm having an issue with the metal L shaped surround that butts up against the cluster face...it won't slide back. It seems to have spring clips(I think) on each side but I don't want to start prying on things without being sure of what I'm doing. Any help out there? The pic doesn't show clearly, but the spring clips are in the 3 and 9 o'clock positions.
The spring clips that you are seeing is actually a single omega shaped clip that retains a rubber insulator. Mine was tight going on so I put a little lube on it.

The collar slides on the tube the shaft has nothing to do with it not sliding up and down...
I looked at a 67 column (I've rebuild several and should know this from memory), and you are correct. In the position shown, the bracket should slide freely toward the dash. It must be hanging up on the wire retainer on the bottom side of the column or its axis is cocked relative to the column.
What Chuck has circled in red is the upper flange and signal switch cover. It looks OK and will be hidden by the plastic column cover. I'm having trouble identifying the piece below the escutcheon preventing it from sliding down the shaft and up against the cluster (white arrow). There shouldn't be anything on the column in that location. See pics below.
Turns out the rubber insulator inside the escutcheon had rotated about 1/8" and was hanging up on the edge of the metal sleeve protecting the column wires. Once I trimmed that bit off(couldn't get it to rotate out of the way) the escutcheon slid right back. Thanks for everyone's input.
