Default Steering column install help needed

Getting prepared to do a steering column install in a 1962. I have read the service manual and I'm trying to figure out why there is or might be, shims between the steering box spacer and frame. The service manual says take note of where the spacers are used but doesn't explain why they are used. When I received the car the column was out (and rebuilt) but no shims were given with the parts. I have included a picture from the manual. Any help would be appreciated.

I've owned 28 62s over the past 42 years. Only one had a shim there. You,should be good to go the way you are.

Just a guess here, but I would expect that a shim "might" be needed to square up the pitman arm shaft to true "horizontal" (parallel to the ground).

Maybe the factory saw some frames come through with some deformation in the mounting area, and decided that a shim would solve the issue.

These old cars were not built with all that much "precision"..

I would assume, and you know what that means, that it is to center the upper column in the cluster.
