Looks to be a passenger car 396 or 427 dated November 8. Not sure what date, could be 1965 to 1968?

"IC" was used in 65-66-67 to indicate a 396/325 in full size Chevrolet's. The 961 block was used in 65-66 for 396's, and possibly for 427's in 66.
It appears to be either a 65 or 66 full size Chevy 396/325 engine, but to know which year, you need to get the casting date off of the block.
