That's where your headlight rollover switch would move to if you had factory A/C. Scary looking wires!!
Which made the dash weak in that area if a knee hit it hard enough or the housing was put in a bind, or something twisted the fresh air vent cable/bracket. That mod started in 63 with the introduction of factory A/C; early cars did not have that cutout in 63.
I've seen at least three cluster housings, of various years, broken in that spot and one forum member on here had a fourth one..
I repaired the broken area on a rare 63 cluster that had this same damage (two before and two after pictures below) which I sold to a forum member.
The point being -- be careful in this particular area when doing repairs or even when entering/exiting the car...
