'60 corvette 4 speed shift boot is torn. Have removed two phillip screws but can't lift or rotate shift console cover, feels like it's bolted from underneath. Is something holding it on? Any help appreciated.

As Frankie said, the top two screws only hold on the shift pattern plate:
Then after you lift up the plate, there are two long screws that go into captive nuts on the bottom side of the hump, above the transmission:
On mine, one of the captive nuts had broken loose and I needed to have someone under the car holding the nut while I removed the screw from the top. I used JBWeld to "recapture" the nut.
