Adjustment is at the end of the rod under the master cylinder. Also, I hope your throw out bearing is positioned correctly in the fork opening and you have the correct throw out bearing. Two exist, one short, one long if I'm correct. And last, the clutch may just be worn out. Dennis

Forget about where the release point for the clutch is - that's not the criteria for the clutch adjustment. You adjust the nuts holding the clevis on the forward end of the pedal pushrod so you have an inch to an inch and a quarter of pedal free play at the pedal. Using any other criteria can result in a fried throwout bearing. If you can't meet the pedal free play requirement with the adjustment on the pushrod, you have excessive wear in the linkage or in the clutch.
If you have minimal or no free play at the top that is probably good as you should be able to back the adjustment on the rod back towards the firewall to adjust proper free play. For whatever reasons a lot of these cars are all adjusted out at the far end of the rod, and can't adjust further to get enough clutch release to avoid gear shifting problems.
