Why can I attach pictures in the forums, but the same icon will NOT allow me to attach pictures in a PM?

I've NEVER been able to attach a picture to a PM, and the workarounds people tell me about are too complicated to fiddle with. At least we can post photos internally, within the Forum, without having to resort to outside third-party hosting (like Tinypic or Photobucket). I work 3 or 4 handgun forums every day, and only one of them supports internal photo posting like this Forum does.

We have a beautiful 14-lane indoor range with full air filtration and HVAC about 12 miles away, so we shoot regularly. Also have a pair of Umarex .177 BB blowback air pistols (Walther PPK/S and P.38) for practice at home in the garage, and most of the guns live in a safe.
