Beware of Valley corvette in Bedford PA
I know this place is been talked about on the forum. A guy bought a 66 convertible from him yellow with a black interior. Paid over $60,000 for it was supposed to be all numbers matching correct car. Once again another buyer not taking an educated person with him and he buys the car. Turns out to be a restamped 327 350 horse with a date on the back of the block that was dated two months after the car was built. The car has been wrecked so bad one time they put a complete one piece junk front end on it. They even had to relocate one of the front frame to body mounts to fit the body on the bad frame. The drivers quarter panel and door had been wrecked also. They told him it was the rare yellow paint turns out to be a maroon car painted yellow. I became friends with this fellow after he bought the car to help him do some work to it to make it run better. He was so disgusted with the car after owning it only a few months he took it back to Valley Corvette and they graciously gave back $50,000. So at the end he lost about $15,000! What a rip off. So you know that car is back on the lot for sale for someone else to get ripped. Buyer beware.

I don't know anything about Valley corvette in Bedford PA but can pretty surmise they sell used cars for a living. The buyer was very uninformed about C2's walking into this deal and for his troubles lost $15K.

They do have a bad reputation here on the forum, nevertheless why anyone would buy a 50 year old car w/o an inspection by an expert first is beyond me.

There's nothing wrong with selling a POS, as long as it's open about what it is. When they start passing stuff off as original when it's not, as the OP claims happened to his friend, that's crossing the line.
And there have been enough different examples, it does not seem to be accidental with this vendor. Apparently they stay inside the letter of the law, but there have certainly been a lot of dissatisfied customers.

Those guys are some of the most dishonest people I have ever dealt with. I bought my 67 Coupe project car from them. It was a “no hit” body according to them. The car had literally been hit on every side. The only panel I saved was the roof, which I ended up removing because it had been bonded in place with body filler that smelled like cat urine.

I hate hearing these types of stories, and hate crooks that would attempt to deceive by taking advantage of an unsuspecting or uninformed buyer.
That is why my first piece of advice is always to either get super-informed for due diligence, or hire a Corvette professional to look at the car before plunking down several months worth of your hard-earned labor compensation for one of these cars.
A qualified inspector is probably, on average, way cheaper than a mismatched carburetor, and tens of thousands cheaper than a repaint, bad bird cage, or frame.
That is why my first piece of advice is always to either get super-informed for due diligence, or hire a Corvette professional to look at the car before plunking down several months worth of your hard-earned labor compensation for one of these cars.

When I look at the vin tag, the vin itself appears to be located on the plate to far to the right. Should the 1 not be located more under the 'HE' in Chevrolet, no expert but it just doesn't look correct to me.

There are people who will pour over charts and literature and consult with a broker before investing $10,000 in a publicly traded stock but will throw 6x that amount at a car they are unqualified to assess...
I always initially feel bad for them but, upon reflection, realize they pretty much backed up into their own stink.

In either case I agree - do your doggone homework, people! My Mother-Out-Law still thinks that she is going to get rich quick from all those Iraqi Dinars she bought.
But it still doesn't excuse the behaviors of those that push crap products so that they can mine your wealth unscrupulously into theirs. There is a special place in hell for those kinds of folks, IMO.

You also need to check out your expert when you have a car inspected.
When I bought my car, in the Philadelphia area, I had a so called expert go over the car for me. i won't put his name on the forum but he had a restoration shop in a small town outside Philadelphia he also wrote a couple books on corvette restoration that were sold by most of the vendors. I paid him to inspect the car and was told that it was a great car, everything checked out and I really should buy it. Well in the end there were more issues than I can count, none of which he mentioned. Also sold me some parts at a very inflated price.
