...Is there a complete hand laid replacement front end available with inner skirts in place?

Virtually all drivable C2s are worth 40k or more. First thing I did when inspecting my ‘66 was feel the inside surface of the front end to learn it was a hand laid part which told me 1) it had been hit and 2) repaired with inferior parts. I got a price adjustment because of that. At this very moment Sermerhiem parts going on and the old hand laid being converted to wall art. The difference in fit, straightness, matching to other original parts is striking. And if you’re paying someone to install my guess is the savings almost go to zero in additional labor. I’ve seen what’s coming off my car and what’s going on and I’d only maybe use hand laid if it was a race car that I knew it was going to get banged up... maybe. Too bad you can’t visit the shop and see my old and new parts. Your mind would be made up. Anyway... that’s my free 2 cents. Virtually all C2s now are at a value level justifying press molded parts.
