Okay, went and got loctite freeze and release, Borrowed a Snap-on puller. Bolt and washer are out. sprayed the freeze and release on waited smacked with sledge. Will not Budge. Tried a couple of times. Still won't budge.. Picture attached of pulley. See bolt and washer on top of pulley.

You do mean a three bolts into the balancer type puller with the larger center screw, right? If so, apply more force, it should slide off fairly easily, if you have the right puller.
NEVER hit these with hammer, you can break the outer ring loose from the rubber.

Will not budge. See other thread, I started this one by mistake.
I see from another thread you are using the correct style puller.
I don't like the cast steel ducks foot. I prefer a large round piece of forged steel about 1" thick with the slots milled in for the puller bolts. With grade 8 bolts, it won't break.
It is possible/probable that your keyway had deformed, shifted, like the way you get surface movement on an earthquake fault, which is causing the problem.
