At what point of assembly was the engine vin and engine code stamped on the pad? Was it still a short block or after final assembly with heads installed?

The engine assembly date and suffix was done at the engine factory- in your case Flint. Then the VIN derivative was stamped at St. Louis as the car was being assembled. Hence the different Font styles. Your car is K19 with Powerglide.

The stamping on the right (starting with "F") is the engine assembly stamping and indicates the location (F = Flint), the date of the engine final assembly (November 16), and the engine specification (H_). This determination was done after the engine was fully assembled to the point of being ready to ship, so included the heads.
The stamping on the left with the VIN derivative was done at St. Louis after the engine was assigned to the car, again, with the heads on.
