Yes, and there's a short throw option if you take one of the bolts out and put it through the other available hole. As I recall it's the lower bolt. The procedure is outlined in the '63 service manual.

Your picture doesn't give enough information. If the clutch is to release fully, and with sufficient freeplay to enable full disengagement as well as enough margin for expansion with a hot clutch, then ALL "slop" has to be eliminated either by welding and re-drilling holes and/or buying new rods/bellcrank.
The "quick release" setting requires the bolt position to change, which will lower the pedal height by about 1", as well as rotating the upper rod 180 degrees. The free-play should be adjusted accordingly to compensate for the faster clutch ratio acquired by "quick release" It's all outlined in the 1965 Supplement to the 1963 Corvette Shop Manual.
If the upper arm of the bellcrank isn't nearly vertical with the clutch out, then you're pissing in the wind.

As stated what you have is correct Here is a picture of the plate that you can move on the pedal arm to change from standard to quick throw.
The first pic show how worn his pin was and the second pics shows it after I repaired it.

I don't think we will change it. I just never took notice to this over the years. after taking out the dash today its fun to see what was touched on a car that was only driven for ten years. the speaker was replaced, the wiper motor was out and the heater box has been removed once.

Here are the two positions of the bolted-on clutch pedal pushrod bracket for '63-'66 Corvettes (it was welded on the '67): Buns [Tim Welch] had a much better photo than my old one.
