couple things you can do
- hit the two bolts with an impact and tighten them up
- Remove the two shoulder bolts and in-between the arm and the hinge install a very thin wave washer (that is the technical term)
- Or replace the shoulder bolt - I make new ones - if you want a set.

I found the slop, someone used regular bolts in the hinges. It’s just a matter of replacing them with the correct shoulder bolts and a coat of black paint...
