The lower cup is swaged, preened or crimped over (which ever is more accurate as a description) to secure to the spring. If rusted or otherwise worn you can chisel it out and install a new one. If just replacing the bushings and it's looser than you feel comfortable with, just preen the edges over tight to the spring.
Easy to do if you have a press. Use a properly sized spherical object (ball pein hammer, ball bearing, etc) to get the sleeve partly expanded, then move to a larger size (gear shift ball is perfect) to complete the roll over.
Then use something flat to press it down completely flush on the leaf.
A big *** socket works good.
