OE AFBs have a "secondary throttle lockout"feature that prevents the secondary throttle valve from opening until the choke is released.
The '63 Corvette Shop Manual has an excellent section on the AFB and goes over all the checks and adjustments (including the secondary throttle lockout) needed to be sure its properly calibrated for all operating conditions from cold start to WOT.
Several things happen when the choke is engaged, first off - the fast idle cam steps up the idle, next the secondaries are temporarily locked out so a novice driver doesn't drown the cold engine in oceans of gas until its warmed up. This is how it should be hooked up.
The swivel where the top of the choke rod attaches is different on your carb - I can't say for sure if that's right or not...it may not be...

Frankie—forgot to mention this is a 3721 ‘replacement’ carb. That may be the difference. I’m not going for NCRS, just trying to use all the chrome pieces I bought :-)
