Default 67 steering column

Can anyone tell me why some of the 67 columns have a retaining cup with 3 screws at the bottom of the column. I know its to hold in the bearing but not all have them. The first and second design don't seem to have them. could it be tele only.

There are two designs. Tele, and standard columns used the same lower barring design. So really there is four different columns. Early standard, early tele, late standard and late tele. And I forget what the cut off month is for early and late.
