my 61 315hp fuelie is hard starting after
sitting checked. the csv its ok.also
found the electric choke wire broken
repaired it.Still have a hard start condition. i am thinking the fuel meter
gasket is leaking not building up
a vacumn .thoughts . car runs fine when
it's warmed up
Don't know what "sitting checked" means. Are you saying that cold engine starts are difficult? Describe your starting technique, for cold and hot engine conditions.
How do you know the CSV is OK?
FWIW, the "choke" has no connection to a start/no-start condition. Repairing the heater wire is a Good Thing but it didn't address your issue.
I checked the csv with a hand held vacumn pump and it held a vacumn.
cold start : press once on the gas pedal
to set the choke. crank the engine until it starts. hot start.hold gas pedal to the floor and crank engine over

To which port did you apply vacuum.... pipe threaded fitting or hose nipple? (Right answer is pipe threaded fitting). And did it hold vacuum immediately or did you have to momentarily cover the hose nipple to get the vacuum to hold?
My suspicion is that your CSV has failed closed. Not the most common failure, but it happens.
