Looks like a protective film with a couple of places to pull it off. Could also be the way the light reflects off the angle. Here's a couple more pictures of the same part number. It's the correct # for C1 caps (I think maybe 58 was different, but not sure)

The pic from Sky 65 is a real OEM horn button, the pic from 65 GGvert shows a repop button (or badly refinished original button). Note the round transition from the bevel to the flat center and indistinct radial marks in the center
The original button was all chrome with the recessed flag area painted a semi gloss, or gloss black, not sure which. The beveled area in the first pic may just be the way it photgraphed, unless somebody got creative with some powder coat, or it is protective film. Never saw GM use that stuff on any over the counter parts i bought in the the 1970s..

The 56-62 horn caps are all the same, with black paint-------------------WITH ONE EXCEPTION------58. The 58 cap got white paint. Anyone with a 58 car can add the white paint to a cap with black (or no) paint.

Thanks guys. I have a modified C3 wheel on 65 with a C1 horn button. I like the shape of the C1 button. But...I have had occasions when the smooth chrome on the button reflects light in my eyes when driving with the top down. I thought perhaps that was an issue with the C1 button and GM made a black button to reduce the glare.
