My dad has a 59, it has lost all steering and we have to pull it out of the garage backwards, is there any towing points on the rear?

air up the tires
get it jacked up slightly so that you can straighten up the wheels without using the steering wheel if needed.

You can flat tow backwards to pull it out by wrapping a recovery strap around the rear axle.

Yes but is there any towing points on the rear to pull it from?

NO.
As Jim mentioned, wrap a towing strap around the rear axle and pull it by the strap.

1st off what do you mean "lost all steering". If it's broken linkage you could have front wheels go different directions and cause damage to body from hitting something. If this is the case go to Harbor Freight or such and get roller plates to put under the tires. If it's a s/w disconnect then you can turn wheels by hand as you go. JMHO
