Default confused about decoding the engine date

I have read so many different threads but am still confused about decoding the assembly date of my motor. Some threads say they do not use the I letter for the month and some say they do, so say the I is considered a number 1. So can someone who actually knows how to read the

date code please look at this for me?

October 4 engine assembly date? The I0 is 10th month and the O4 is really 04 and the fourth day?
