Default capacitor "flag" terminals

There is what looks like a capacitor by the steering column that has two wires with brass flag terminals just hanging in mid air? Does anybody know what this is for or where these are supposed to connect?

That copper tab goes up inside one of the brake light switches plastic wire housings and is trapped in place when the connector is installed on the switch.

So does one tab go in each side of the brake light connector?

Actually now I’m wondering if it goes across the turn signal flasher leads.

Mine went into the glove box to keep the wife's two hair brushes, multiple hair rubber bans, her 2 pair of sunglasses, and things I am still not sure what they are for. In other words it went in storage along with the other useless, must have garbage. I can barely get my old time rock and roll CDs in there.
I tried tuning in my favorite oldies station and it is playing the stuff from the 80s and 90s that I used to yell at my kids to turn it down. Hated most of it then and still do.
