How are you trying to open them? They are electric and have no connection to whether the headlights are on or off and are in no way connected to the headlight off/on switch. Are you holding up on the headlight motor switch under the dash? If so, what happens to the "battery" gauge needle when you do? You probably should buy an owner's manual (at least) if you don't have one. If you do have one, read it to make sure you're trying the correct method.
just pulled the headlight switch to on position nothing happened i have to check fuses i guess
Shiky in addition to the push pull switch that turns on the headlights there is another switch that opens and closes the headlight buckets. They work independent of each other so using the headlights is a 2 step process.

There are no fuses in the rollover circuit (uses a large circuit breaker) and turning on the headlights doesn't have anything to do with the opening. You see why I suggested an owner's manual? You can buy one on ebay for from vendors for around $10. There are other things you need to know how to operate that will be in the manual.
And, if they won't open when the rocker switch is operated, you can manually open them via a wheel on each one--the process is in the manual, I believe. It's not terribly easy to reach and you have to turn the **** forever, but it does work.
Also, I have found that sometimes they stick when they haven't been operated for a while--have someone operate the switch while you give them a nudge. Sometimes that gets things going.
To give you an idea how to open the headlights manually...
...the headlight opening wheels are located underneath in the area as shown. To reach them you have to reach through the space between the front of the open hood. You can't see them, it's all done by feel.
Here's a look at the side view. I've got the hood propped more open than would be normal. That space you're reaching through is really tight.
Here's what the headlight opening wheels look like. They are attached to the ends of each headlight motor and are about the diameter of a quarter. This is looking from under the car, looking up. You can't normally access them from here because the grill is in the way. In this picture the grill has been removed allowing me to photograph the headlight motors. Note the "V" indentation in the fiberglass between the motors. That's the underside of the "V" on the front...
...of the nose of the car to help orient you. When you turn those manual opening wheels it takes dozens of turns to open the headlight. They are geared very low to make them easy to open, but it takes a lot of turns of the manual wheel to move the headlights open. Search the archives for information on the headlight motors and switch gear. Hope that helps. Good luck!
If the OP is still around and checking on this post, let me emphasize that to turn the manual wheel to open the lights does work, but, it takes a very long time, and lots and lots of turning, to make them move, and finally open. Be patient; those little manual wheels will work.
"very long time" is an understatement. The bucket barely moves with each turn of the wheel. I was ready for a 6 pack after trying to open them with the wheels the first time the switch failed.
