I would say Cooper. They make a decent tire in your size with white or black wall- your choice. A friend has a set on his 69 GTO and is very happy with them. Very favorable price point. Available at most or many tire shops.
I went through this a month or so ago. If you don’t care about looks, the Hankook tires are fine. My issue with them was the sidewalk design.
Because I wanted whitewalls, the only choice was diamond back after reading everything I could regarding other whitewalls turning brown. I bought them and was very happy with the ride and how white the whitewalls stayed. The same week I bought BF Goodrich white letter radials got my Camaro and they turned brown in two weeks.

There is a company in California called Cali Tire that will custom make white walls in the width of your choice on Copper tires. I have a set of radials hanging on my garage wall that I had made for my 1957 when I ran the car wth the factory wheel covers and wide whites Before I switched to Keystone Klassic wheels and black walls on the car.. I bought WWs about 3 years ago and they are still white.
Copper tires already makes a white wall. Why would you need to custom make them
If you READ my post you will see that in my case it was for WWWs for my 1957. But this is also relevant to the different size white walls throughout the 63-67 years AND the brown walling problems many tire makers are having.
For good performing radial budget priced made in USA tires you can't go wrong with the Cooper Trendsetter SE. Even better, is Coopers "Mastercraft" line. Same tire without all of the raised sidewall graphics. I have put these on several C1 and C2 drivers. Of course Cooper was not an original GM OEM so they won't score as well in judging, but they are available in a whitewall and a size that fits.

Would never go back to Tire Rack. They sell old tires that have been sitting around a warehouse for up to a year +.

Agree. Last used Tire Rack about 6 - 7 years ago when they sent me 4 tires 3 were 11 months old and one was almost 3 years old and they wouldnt take it back not even the 3 year old.
Oh this week I just bought 4 new Toyo Extensa black walls from a trusted eBay seller for $300. I have bought from them before shipping is free.. All dates were 4 months old. They look and ride wonderfully.

Thanks for posting as I was about to respond also to defend my home town company. The whole situation stemmed from someone at the company's Topeka factory that created and displayed a slide during a presentation. The Goodyear CEO stated "the slide was not approved or distributed by Goodyear corporate or anyone outside of that facility." I ask that you don't use this as a reason to not buy tires from Goodyear or their subsidiary companies.
