You can get good results using SEM vinyl paint to freshen up the pads and SEM TrimBrite or Krylon 5-Ball semi-flat black for the black painted surfaces. I’ll let someone else suggest something for the silver trim on the gage barrels. Is the chrome chipped, peeling or badly pitted? Sort of hard to tell from the photos but looks like something - maybe silver paint is on it. Chroming those pieces will be pretty expensive especially if they have to be shipped out. If the gages need to be repaired and faces refinished too, you might as well just crate them up and send to a restorer who will do everything turnkey. I’m doing some of this type work right now on a non-Vette and I’m finding it a lot more expensive than it was 20 years ago. But it’s not close enough to a Corvette to be a reference point on price.
No idea on the carpet. If some rug shampoo doesn’t do anything for it I would just replace the carpet. If it’s fairly new you might get away with just replacing a couple pieces but you will probably have to buy a whole carpet set.
