I don't have a lot of heartburn with that engine stamp. I have seem quite a few mid 1960s engine stamps with the last character added because if did not fit on the pad with the original engine stamp.
I AM bothered by the lack of the VIN number, but this could certainly be an over the counter replacement engine. What is the date code on the engine block? What are the numbers on the heads, intake, etc.?
An over the counter engine that would have a suffix code stamp would have to be a least a long block assembly, as I recall.
Need to see more info to make a reasonable determination.

Seems like if the engine was an original HL the gang holder would have included the L and its top half would have been partially there with the bottom part falling off the edge of the casting. I see no trace of that on the edge of the casting. Also the height of the L appears to be taller than the other characters,
My take is that was a clumsy attempt to add the L. If that is typical of factory production I have learned something new.
The lack of a partial VIN would keep me away in any case.

Not sure where you're seeing an HI. That's an L all the way.
