Yes, but I installed pieces of all thread in place of the screws securing the panel so I could slide it out a couple of inches. And I had to unbolt the parking brake at the firewall and the crossbar to drop it out of the way. Then the screws securing the gage assembly can be removed, the oil line disconnected and the bulb and temp gage plug removed and the gage carefully backed out and pulled down.
Get 4 long bolts (4 to 5 "), remove all cluster screws, replace with the long screws, then pull the cluster out a couple inches. You'll get it out a few inches without disconnecting anything else. That might get you enough room to get the temp gauge out.
Edit: you might have to loosen the steering column so it drops out of the way.

Yes I have removed the temperature gage without removing anything off of the cluster. If it’s a 63 to 66 take the two bolts out of the emergency brake handle bracket and take the oil pressure gauge line off and push the emergency brake bracket out of your way unplug the wires and the bulbs and take the quarter inch screws out of the modules and remove the oil pressure and the temperature gage as a unit. Then reinstall in reverse.

Thanks for all the advise took out the cluster screws installed my 6" long screws that i used the first time pushed out the cluster enough to remove the 1/4" screws and out it came
The column was in there for mock up so it came out in 5 Min
