seat back locking
As Keith said if you want latching seats your best route is to buy 67 frames. You can switch the covers and foam and resell your 65 seat frames to cover most of the cost.
I did this for a friend of mine. The covers will fit the 67 frames with a little modification. ( for the back latch )
As Keith and Woodsdesign said, your best bet would be to buy a set of 67 seat frames if you really want locking seat backs. I believe that the bottom seat frames of your 65 may be able to be modified but modifying the frame backs would be next to impossible. Two of my pictures show the main mechanism on my 67 seat bottom and how it's attached to the frame. That is the one which I think you could add to your 65 bottoms. You would have to drill out two holes in each frame bottom and then buy the rest of the pieces from a vendor. The second two pictures show the mechanism on the upper frame (seat back) which I believe would be impossible to add to a non 67 seat back frame.
