The mechanical regulator on my 66 failed the first time I started her this season, was permitting 16+ volt overcharging. Bought a new VR at Napa with no change. Spent a week troubleshooting every ground and circuit. In the end I picked up another solid state VR and all was well. The new mechanical unit was bad out of the box. No going back to mechanical VR for me.

When you say "from the regulator", are you testing at the battery terminal of the regulator?
I would make sure you have a good ground at the regulator, you can run a test lead from the battery negative to the case.
