can anyone tell me what the round thing with two black wires attached to the steering column support is and where do the wires go?

I guess they are capacitors, and my 67 coupe runs just fine without them.

There a quite a few threads on here about them. They are for noise suppression on the AM side of the radio. The 'flag' strip wrapped around the male spade on the brake light switch and other components and then the female lug was forced over both. They are not needed if you are using resistor spark plugs and plug wires. I disconnected all of them under the dash that I found, but you may have to message the female spades in the connections to get a good fit.

That particular capacitor looks like it was intended for your brake light switch. I believe it goes on the other side of your pedal mount bracket. (Possibly using the same hole the current fastener is in but on the inside of the pedal mount bracket.) When the capacitor is in its proper place each one of those capacitor tangs belong on the brake light switch. (If you even want to use it)
