Working on my '64, I think I have my steering column problems fixed but now no turn signals. If I pull the flasher off the fuse block and touch the vert spade contact ( marked with a "B" on the flasher) with a multi meter, ign on, lights on, should I see 12v on this contact?
I wish there was a picture of a fully populated fuse block, ....anyone seen or have one?
If you consider the fuse block as a right and left half. I only have a flasher on the right size. Am I missing something?
Here is the mess I purchased:

Reason: additions
I can tell you for sure that the lights on or off doesn't make any difference. Key on you should have 12v on one side of the flasher connector lug. Did you try a new flasher? Your pictures (all the same) don't help to diagnose the problem.
Sorry, I just can't post the pictures correctly, I have a new one coming tomorrow.
Am I missing any fuses on the flasher side of the block? I have none there.

A new flasher worked. I might have reached the conclusion about the flasher eventually but I'm slow. I'm sure I'll be back with more question but for now thanks a million.
