Vacuum advance needs to be “T’d” into the choke break vacuum hose from the manifold vacuum source.
But this probably isn’t the total issue so it’s good to keep looking.
I'm glad someone finally brought this up. Imho getting proper ignition timing established is the easiest and cheapest step in getting engine to run cool. 6°-8° doesn't seem to be near enough.
Not going to fix your issue, but when you get to playing with the belts, looks like the inside belt has flipped? Should be flat on top like the outer belt.

Good catch - I had looked right at it and didn't see it!

Tom thanks for pointing that fan belt out. I had my car NCRS Flight judged this weekend in Phoenix and they caught the same thing. I didn’t have time to fix it before. My car took Second Flight with 140 points to spare so I was happy, given everything I know that still needs to be improved.
Now back to figuring out my overheat issue. We are buying some quality gauges to test the Oil pressure and water temp before we go any further.

I missed how did it pressure test? Good up to 20 and hold for half hour?

How did it go?. If you can't be sure it's holding pressure anything else is a waste of time and money. I am surprised if your mechanic can't verify this.
