I can't say for sure what's under that paint all these years after the car was built, of course, But steel? I don't think so.

Might be resin-rich spots

Beautiful car by the way. A couple bubbles doesn't change that.

I am guessing this is the car:

The paint is over 40 years old, so not surprising there would be imperfections. I see these bubbles in the seller's photos as well. It looks like contamination below the paint that caused an adhesion problem in that spot.

If the substrate had a concentration of solvent and you add hot sunlight you get a bubble .

I've had this problem before as well. While there is no real solution for the issue of the bubbles other than repainting. I stuck a pin in the bubbles and massaged gently the air inside the bubbles out. It worked. The bubbles relaxed and laid down and stayed down. You could see the pin hole only if you looked for them. This could be labeled a bubba fix but can work until you're ready to repaint the car. Good luck. Marv
