1967 stock small block. Pulled out of garage to clean, attempted to start, nothing happens. When I turn the key, all the interior lights go out. Battery at 12.94 volts.

Sounds like the bulkhead connectors on the firewall in the engine compartment may be loose. Or, could they have gotten bit of moisture while cleaning the car?
Pushed the car into the garage. Put up on jack stands. Same voltage at starter solenoid as read at battery. No solenoid click. When I turn the key, all the lights go out, no sounds, nothing.
I have cursed at the top of my lungs, enough to scare my neighbor form across the street! That didn't help either.

The lights going out is typical of the red wire bulkhead issue that Dan and I mentioned above. Does the horn honk? That's another clue for a bulkhead connector issue - the horn does not use the bulkhead connector. If it honks the connector is likely your issue.

Replaced all the wiring harnesses several years ago. Never had any issues. Bulkhead connectors look clean per photos. Out of frustration I turn the key on and off several times in an attempt to hear any clicking noises. That when I observed some smoke coming from the horn relay and under the ignition shielding. Will be taking off the ignition shielding next.
Oh man, I was crossing my fingers for you that it would be a quick fix. Sounds more complicated now.
Burnt mark on back of shielding
As you can see from the pictures, the back of the distributor/coil shielding has a burn mark. The sharp edge of the shielding cut the wiring harness. You can see the plastic edge guard I used to try and prevent this from happening. What I didn't do was glue it onto the shielding.
It was such a tight fit, I thought it would not come off. Obviously I was wrong. Appreciate all of the responses

That's not good. Hope the ignition coil didn't short out on the shielding. The + and - poles should be positioned parallel to the firewall. My distributor ignition shield is stored safely away in a cabinet for just this reason. Check the pink wires at the coil to be sure they're not damaged. Fingers crossed
The good news is you have a smoking gun and know exactly what went wrong. Not what you wanted to find but at least you don't have to spend the next 3 days trying to figure out the cause.
I accidently shorted the positive coil wire to the shielding, smoke came out under the horn relay, but now the car is dead.
What did you do to repairs yours after the short?
