I don't recall seeing anything like that on a C-2. The slit looks like it's intended to hold a cable, maybe an e-brake cable on a C-1

Looks like it holds the outer end of the clutch Z bar on something. Could be Early Camaro

It wouldn't surprise me to learn that GM used that part on other vehicles, and I seem to vaguely recall seeing it elsewhere as well.
