Tried new electronic flasher with ground wire. Grounded to RH vent bracket. Still no front turn signals unless the headlight switch is on. Not sure what else to try.
Front turn signals work as they should with 1157 standard incandescent bulb so I'm assume the ground to the lights is ok. The only thing I may try is replacing the headlight switch. Strange that the rear stop/tail/turn signal work as they should.
I've never worked on a C2... so apologies if this is off base... but on a C1, the flasher is not wired "with polarity". In other words, no care was taken with + and ground.
With the legacy flashers, it doesn't matter... but with the new flashers, it DOES.
Reversing the leads on the flasher is sometimes required.
I did reverse the plugs on the connector to see if that was the problem. Sparks flew and the flasher got really hot. Pretty sure I fried it. I had the wiring harness (complete front to back) replaced a couple of years ago. Brown lead on the connector goes to the "X" terminal on the flasher and the purple lead on the connector goes to the "L" terminal on the flasher. When the key is in ACC or On the brown wire is hot. The purple wire connects to the turn signal switch. Since the headlight switch has to be on in order for the front turn signals to work maybe there is something wrong with the headlight switch. I am going to replace it to see. After that I don't know what else to try.
Check your headlight wiring to make sure it is wired correctly. Assuming you are following the wiring diagram for the turn signals correctly the problem must be in the headlight wiring.

I did a custom street rod a few years ago and needed to use resistor "dummy" loads to make the LED turn signals flash correctly. The flasher unit was not seeing enough current draw to function correctly. I just wired in series right before each turn signal. May look into that??
If the brake lights and rear turn signals work properly without the headlight switch on, I would guess the turn signal switch and wiring to the harmonica connector at the steering column is correct. Has the car been rewired with a upgrade harness under the dash or in the engine bay?
Given everything works properly with the incandescent bulbs, maybe check the LED bulb for correct type and connection in the socket.
I just pulled my invoice for the electrical work. Wiring harness complete and turn signal harness. All wiring under the dash is new with fuse block. Under hood wiring is also new.
I just went through the same thing - brand new wiring harness and switches, it behaved the same way you describe. With an adjustable electronic flasher, I could get the turn signals to work but they would stop once the headlights were turned on. I tried bulbs from Superbright LED thinking it may have been my cheap Amazon LED's. I gave up and just put regular bulbs in the front turn signals and used all LED in the rear, that provides enough resistance to get everything working properly. If you insist on all LED's, I think the only way is to wire in resistors as others mentioned.
Mine is just the opposite from yours. Front turn signals to not work unless the parking/headlights are ON. I have a pair of resistors coming at no charge from the LED supplier I ordered the bulbs from.
